What IT Leaders Are Planning for Q4 (and What They’re Avoiding)

What IT Leaders Are Planning for Q4 (and What They’re Avoiding)

As the Year Winds Down, Strategy Heats Up

For many IT leaders, Q4 isn’t a time to slow down—it’s when the real strategic thinking kicks in. The firefighting and delivery pressures of Q1–Q3 give way to a period of recalibration: What’s working? What’s not? Where do we double down? What can wait until next year?

At Litcom, we work closely with CIOs, CTOs, and IT directors across a wide range of industries. As organizations look to wrap up 2025 with focus and prepare for 2026, we’re seeing clear trends emerge.

This article offers a mid-year pulse check. It’s not theory—it’s what IT leaders are actually doing (and avoiding) as they enter Q4. If you’re in the middle of planning or just trying to prioritize, this is for you.

Where Budgets Are Still Flowing

Despite ongoing economic uncertainty, we’re not seeing a total freeze in IT investments. Quite the opposite—CIOs are allocating funds strategically, often consolidating or reprioritizing rather than cutting. Here are the areas getting the green light:

1.  AI Investments—Smarter, Not Bigger

Yes, the AI buzz is everywhere. But the real story is how CIOs are approaching it now. The early hype cycles have passed. IT leaders are no longer being asked to “try something with AI.” They’re being asked to drive value—responsibly.

We’re seeing organizations pilot AI in tightly scoped areas like:

  • Automating repetitive internal workflows
  • Enhancing customer service with conversational bots
  • Summarizing internal reports or meeting notes
  • Analyzing operational data for predictive insights

But here’s what’s different in Q4: CIOs want governance first. They’re asking questions like:

  • Who owns the outputs?
  • How do we avoid data leakage or IP exposure?
  • What guardrails are in place?
  • What’s the ROI, and when can we measure it?

How Litcom supports:
We help organizations assess AI readiness, build governance models, and design pilot programs tied to real business outcomes. For clients experimenting with LLMs or AI copilots, we’re ensuring they’re aligned with compliance and security policies—before they scale.

2.  Cybersecurity Is Untouchable

If there’s one area where budgets are holding—or even increasing—it’s cybersecurity. With more employees working remotely, more integrations with third-party vendors, and more digital assets being exposed, cybersecurity is now viewed as a business enabler, not just a cost center.

Current initiatives include:

  • Strengthening endpoint protection
  • Zero trust architecture rollouts
  • Ongoing phishing simulations and employee training
  • Vendor security risk assessments
  • Identity and access management (IAM) upgrades

Boards are also more involved. We’re seeing more demand for high-level cyber risk reporting and executive-friendly dashboards that show exposure and readiness at a glance.

What Litcom does:
We perform cybersecurity assessments and gap analyses, helping clients prioritize what’s urgent versus what’s nice to have. We also provide advisory around vendor risk, compliance alignment, and planning for 2026 security posture improvements.

3.  Targeted Modernization vs. Full Overhauls

Legacy system modernization remains a high priority—but the approach has shifted. Instead of massive, multi-year transformations, CIOs are opting for modular upgrades, API-enablement, and phased transitions.

Where we’re seeing focused investment:

  • Upgrading aging ERP systems to cloud-based or hybrid models
  • Replacing brittle custom-built solutions with commercial platforms
  • Introducing modern BI and data visualization tools
  • Enhancing mobile accessibility and user experience

What’s driving these decisions:
Business users are demanding faster, more responsive tools. Operations teams are tired of workarounds. And CIOs know that running critical systems on dated architecture puts the organization at risk.

Litcom’s role:
We guide clients through modernization decisions, helping evaluate vendors, build transition roadmaps, and ensure compatibility with existing environments. Often, we’re called in to assess “should we upgrade, replace, or wrap with APIs?” and help teams make those calls with confidence.

Where Leaders Are Pulling Back

While investments are happening, they’re not happening everywhere. CIOs are being more cautious in areas where the business case is unclear or where uncertainty is high.

1.  Legacy Upgrades with No Immediate Payoff

Not all legacy systems are created equal. If a platform is stable, doesn’t pose a security risk, and serves a narrow internal audience, we’re seeing clients defer upgrades—even if they’re overdue.

Key questions we hear:

  • Can we squeeze one more year out of this?
  • What happens if we delay until Q2 2026?
  • Are there any compliance risks in waiting?

Our guidance:
We help teams model the operational, financial, and user experience risks of delaying vs. upgrading. In some cases, it makes sense to wait—but only with a solid interim support plan in place.

2.  Tool Sprawl and Redundant Platforms

A lot of organizations are still dealing with the digital sprawl that came out of the pandemic. Multiple project management tools. Overlapping communication platforms. Dozens of licenses that no one is using.

Heading into Q4, CIOs are doing platform rationalization:

  • Consolidating redundant SaaS apps
  • Reassessing contract renewals
  • Sunset plans for underused tools
  • Centralizing IT spend tracking

How we assist:
Litcom supports rationalization efforts with usage audits, license optimization strategies, and unbiased vendor comparisons. We help clients save money without disrupting users.

3.  Over-Ambitious Projects Without Roadmap Alignment

We’ve seen it too many times: A well-intentioned initiative kicks off—only to be paused six months later because priorities shifted or executive sponsorship waned.

In Q4, CIOs are being more disciplined. Projects that lack:

  • Business case alignment
  • Executive champions
  • Measurable outcomes
  • Integration with IT and business roadmaps

…are being shelved or rescaled.

What we do:
We help clients evaluate project proposals based on alignment with business goals and IT capacity. In some cases, we advise delaying or breaking the initiative into smaller, proof-of-value phases. Our goal is to ensure you’re not committing to the unscalable.

Q4 Is for Sharpening the Strategy—and Looking Ahead

Most IT leaders we work with aren’t just trying to get through the end of the year. They’re actively preparing for what’s next. And while Q4 is a shorter quarter operationally, it’s often the most strategic one of the year.

Here’s what CIOs are planning for 2026:

  • More automation: Especially in finance, HR, and operations
  • Stronger data foundations: Including data governance and quality initiatives
  • Tighter business integration: CIOs are taking a seat at the strategy table, not just managing tools
  • Cloud optimization: Not just migrations, but reducing cloud sprawl and right-sizing workloads
  • Workforce strategy: Upskilling, automation, and rethinking where external partners can fill gaps
